An attorney for almost thirty years, Jeanne Charles has practiced as a dispute resolution
professional specializing in arbitration, mediation, and fact-finding predominately in the areas of
workplace and commercial disputes for over fifteen years. In this role, she serves on various
private and public sector panels which include Major League Baseball, the US Olympic and
Paralympic Committee and the US Anti-Doping Agency. Ms. Charles was appointed by President
Joe Biden to the Federal Labor Relations Authority Federal Service Impasses Panel on September
3, 2021, where she, along with the other Panel members, resolve collective bargaining disputes
between federal agencies and their unions.
Ms. Charles is also a Special Magistrate for the Florida Public Employees Relations Commission
(PERC) and is listed as a neutral with the American Arbitration Association, Federal Mediation
and Conciliation Service, and National Mediation Board. Prior to becoming a neutral dispute
resolution professional, Ms. Charles practiced in Chicago. She earned her Juris Doctorate (J.D.)
degree from DePaul University College of Law in Chicago.
Ms. Charles is an adjunct professor at Penn State University’s School of Labor and Employment
Relations where she teaches a graduate course in Human Resources and Employment Relations
and she teaches a course in Advanced Negotiations for the University of Arizona Law School. She
speaks regularly in various venues that include the American Bar Association, American
Arbitration Association, Federal Mediation and Conciliation Service and nation-wide bar
association events. She has served on the Board of Governors for the National Academy of
Arbitrators and formerly chaired the Videoconference Task Force. She is also a fellow with the
